A NEW round of U.N. climate talks opened yesterday with almost 200 nations meeting in Mexico in the hope of clinching an agreement on a narrow range of crunch issues dividing rich and emerging economies.
The two-week conference at the beach resort of Cancun aims to agree on funds and approaches to preserve rain forests and prepare for a hotter world. It will also seek to formalize existing targets to curb greenhouse gas emissions.
Fanfare is far below levels of last year’s Copenhagen summit, which aimed to agree to a new climate deal but ended instead with a non-binding agreement rejected by a clutch of developing countries.
On the eve of the talks, Mexican President Felipe Calderon pointed to the economic opportunities from fighting climate change, aiming to end the distrust of the previous summit.
“This dilemma between protecting the environment and fighting poverty, between combating climate change and economic growth is a false dilemma,” he said pointing to renewable energy as he inaugurated a wind turbine to power the conference hotel.
Calderon said the talks would focus on preparations for a hotter world, a central concern for poorer countries. “Basically, what we’re going to discuss is adaptation,” he said.

AT least 108 people were reported dead yesterday and hundreds more missing after a tsunami triggered by a powerful earthquake rolled through a remote island chain in Indonesia, destroying villages in its path.
The 7.7-magnitude earthquake struck in the Mentawai Islands area west of Sumatra late Monday, generating waves as high as 3 meters that swept away 10 villages, officials said.
Local legislator Hendri Dori Satoko told Metro TV the latest toll was 108 dead and 502 missing
One group of Australian tourists reported that their boat with 15 people aboard was destroyed by a “wall of white water” crashing into a bay after the undersea quake.
Health Ministry Crisis Center head Mudjiharto, who goes by one name, said the waves reached 3 meters high and waters swept as far as 600 meters inland on South Pagai island, one of the Mentawai chain.
Rescuers have launched a search for a boat believed to be carrying a group of nine Australians and a Japanese national that has been missing since the quake.
The undersea quake hit at 9:42 p.m. at a depth of 20.6 kilometers, 280 kilometers south of Padang on Sumatra island.
The first tremor was followed by strong magnitude 6.1 and 6.2 aftershocks several hours later.
Indonesia sits on the Pacific “Ring of Fire” where the meeting of continental plates causes high volcanic and seismic activity and the archipelago is frequently struck by powerful earthquakes.
A 7.1-magnitude quake off the north coast of Indonesia’s Papua province in June killed 17 people and left thousands homeless.
The 2004 Asian tsunami — triggered by a 9.3-magnitude quake off Sumatra — killed at least 168,000 people in Indonesia alone.

MICHAEL PHELPS held on for a “painful” victory in the 200m butterfly at the Pan Pacific Swimming Championships, holding off Nick D’Arcy with the fastest time in the world this year.
“That was painful,” said the 14-time Olympic gold medallist, who has been battling all season after a lengthy break from training.
Phelps led at every turn and won in 1min 54.11sec, but said he could feel rivals closing in the final meters.
“I felt a splash of water from the lane next to me, I was just thinking ‘Please don’t let me get run down,’” Phelps said. “The fitness level is just not there.”
Even so, he had enough to hold off Australia’s D’Arcy, who was second in 1:54.73. Japan’s Takeshi Matsuda was third in 1:54.81.
